ok, whoever doesn't do is gross.....some of the public washroom isn't flushed!!!! omg i remember walking into one and take one glance at the toilet and i'm outta there in a second. I didn't need to see that. BUt if it's an emergency and that's the only one, i have no choice but to flush it myself, i would kick the handle that flushes and cover the seats with lots of paper
