Yes, I absolutely do think that once a cheater, always a cheater.
There's a Chinese saying that one can change the world, but not
a person's behavior or characters.

I believe that a person can stop cheating if they met the right person. They will be more committed to the relationship if they are deeply in love. Cheaters are ones that are still looking for that special person.

I believe in that saying totally! I don't think a person can change their habits once they've cheated once. People can change, but gradually. If they have cheated on someone recently, there's no way he can change instantly.
Time will tell, and when they've matured and actually found the person they love, it's possible that they can change their ways as well.

I do in some way but don't in others. Normally once a person cheats they will stay that way because they get away with it the first time and they think they are all mighty. Some people stay cheaters their whole life. But I do believe that some people will grow out of it as they mature and learn

If you have cheated in the past it increases your chance of cheating again in the future, but I wouldn't want to put people in brackets for the sake of it.
