Paper Mario (Nintendo 64) Getting to Shiver City?

I have just gotten through chapter 6 and need to go to Shiver City. However, when I go to the blue door in the Toad Town Tunnels and try to open it, it says "The door is securely locked from the other side." I don't know why it is saying this. I already have the ultra boots. Do I need to battle Kent C. Koopa east of Toad Town in order for the door to open?

no u dont need to battle the big turtle guy, and i kinda forgot how but check game guide sites....highly recomend thes sites
