Where does all of your cookies go to when you delete them from your computer?

where does all of your cookies go to when you delete them from your computer?
especially your internet temp cookies.i've always wondered this since i've had
my computer.so where do they all go?instead of the recycle bin though.
i know that if you delete your cookies and internet temp cookies they go to your
recycle bin.but what happens to them after you delete them from your recycle
bin?
